b. Ratification of City of Albany net payroll in the amount of $186,557.16; taxes, benefits & withholdings in the amount of $251,993.98. Payroll period: 04/22/11.
c. Ratification of Albany Municipal Services JPA net payroll in the amount of $52,049.39; taxes, benefits & withholdings in the amount of $39,623.58. Total payroll in the amount of $91,672.97. Payroll period: 04/08/11.
d. Ratification of Albany Municipal Services JPA net payroll in the amount of $50,005.91; taxes, benefits & withholdings in the amount of $59,942.04. Total payroll in the amount of $109,947.95. Payroll period: 04/22/11.

Staff recommendation: Ratify.

4-3. a. Ratification of bills, claims and demands against the City of Albany in the amount of $32,339.02, Period: 03/22/11; $20,318.13, Period: 04/01/11; $417,944.97, Period: 04/01/11.
b. Ratification of bills, claims and demands against the Joint Powers Authority in the amount of $4,979.81, Period: 04/01/11; $609,666.13, Period: 04/15/11.

Staff recommendation: Ratify.

4-4. Agreement with URS Corporation to provide an engineering study for the replacement of existing sanitary sewer and storm drain pipe on Peralta Avenue.

Staff recommendation: Authorize the City Manager to enter into an agreement not to exceed $29,640 with URS Corporation to prepare a study outlining alternatives for the replacement of the storm drain pipe located between 1004 and 1006 Peralta Avenue and a conflicting sanitary sewer in Peralta fronting these two residences.

4-5. Resolution No. 2011-21 – A Resolution of the Albany City Council Authorizing City Staff to Submit and Implement the Program Plan Application for the City of Albany Para transit Program for Fiscal Year 2011-12.

Staff recommendation: 1) Authorize the City Manager to Award the Bid to the lowest responsible bidder. 2) Approve the contract for construction management services with: Kimley-Horn Associates in the amount of $95,295; Gale Rossi in the amount of $43,750; Jacobs Engineering in the amount of $43,500.

Mayor Javandel recommendation: Approve Resolution No. 2011-15 – A Resolution of the Albany City Council Supporting 100% Smoke-Free Indoor Workplaces in California.

7-3. Associated Community Action Program.

7-3 Staff Report

Staff recommendation: Approve an additional allocation of $121,539 toward the wind-down of the Associated Community Action Program, and authorize the City Manager to make payments for documented expenses, as they are invoiced.

7-4. a. Amend the Contract between the City of Albany and the California Public Employees’ Retirement System for local Police Safety members to allow for the employee sharing cost of additional benefits.
