Employment Relations, Labor Negotiations and Contract Administration
The HR Office administers employment relations by serving as a resource for all employees. An open door is maintained for employees to come in and discuss any concerns or questions they may have about their positions, working conditions, relationships with coworkers and managers, and other related topics.

The City’s bargaining groups include SEIU (Service Employees International Union, Local 1021), AFFA (Albany Fire Fighters' Association) and APOA (Albany Peace Officers' Association).  Each group negotiates a labor agreement, known as an MOU (Memorandum of Understanding) or contract, with the City.  The HR Office administers contract negotiations.
