Staff recommendation: Approve


4-2. a. Ratification of City of Albany net payroll in the amount of $ 200,856.83; taxes, benefits & withholdings in the amount of $275,511.21. Total payroll in the amount of $476,368.04. Payroll period: 2/24/2012

b. Ratification of Albany Municipal Services JPA net payroll in the amount of $45,736.21; taxes, benefits & withholdings in the amount of $52,872.29. Total payroll in the amount of $98,608.50. Payroll period: 2/24/2012

Staff recommendation: Ratify.

Staff recommendation: Staff recommends that the City Council authorize the purchase of thirty-seven (37) Motorola APX6000 portable radios and fourteen (14) Motorola APX6500 mobile radios in the amount of $193,491.49 from Motorola Solutions, Inc.


4-4. Golden Gate Fields Donation

Staff recommendation: That Council accept the donation to the Recreation and Community Services Department from Golden Gate Fields in the amount of $1,000.

4-5. Authorize staff, for a period of three years, to issue Street Event Encroachment permits to allow a street closure for the Solano Stroll and for the annual Little League Parade; waive encroachment permit fees for the events; and waive fees for cost of public safety personnel and City maintenance services.

Staff recommendation: That the Albany City Council:
1) Authorize staff, for a period of three years, to issue Street Event Encroachment Permits to the Solano Avenue Association to allow a street closure for the Solano Stroll and to Albany Little League to allow a street closure for the Annual Little League parade;
2) Waive encroachment permit fees for each event; and
3) Waive fees for cost of public safety personnel and City maintenance services.

Resolution No. 2012-18: A Resolution of the Albany City Council Authorizing the City Manager to Accept Offers of Dedication of Easement for the Buchanan Bicycle/Pedestrian Path Project from the Albany Unified School District, the University of California, and the U.S. Department of Agriculture.

Staff recommendation: Adopt Resolution No. 2012-18, a Resolution of the City Council Authorizing the City Manager to Accept Offers of Dedication of Easement for the Buchanan Bicycle/Pedestrian Path Project from the Albany Unified School District, the University of California, and the U.S. Department of State.

Traffic & Safety Commission recommendation: That the City Council authorize the Call for Bids for construction of this project.

Staff recommendation: Staff recommends the following actions:
1) Approve Final Plans for the SR2S project Marin Avenue-Santa Fe Avenue Signal and Intersection Improvements, Contract No. C12-3 and authorize the City Clerk to call for bids.
2) Approve a $263,571 increase in budget for this Project (CIP Project P64).

Staff recommendation: That the Council receive and provide any comments or direction on the 2012 Charter Review committee Work Plan and corresponding update regarding the Committee’s review of election methods.

8-2. Appointment of Members to the Oversight Board of the Successor Agency to the former Albany Community Reinvestment Agency.

Staff recommendation:

1) That the Vice Mayor appoint a Council Member to the Oversight Board of the Successor Agency to represent the City of Albany; and
2) That the Vice Mayor appoint Beth Pollard to the Oversight Board of the Successor Agency to represent employees of the former Albany Community Reinvestment Agency
3) That Council adopt Resolution No. 2012-17 ratifying the Vice-Mayor’s appointment of the aforementioned two members to the Oversight Board of the Successor Agency to the former Albany Community Reinvestment Agency.

Staff Recommendation: That Council consider authorizing the appointment of Harriett Patterson to the Berkeley/Albany Mental Health Commission for approval by the City of Berkeley City Council.
