4-2. a. Ratification of City of Albany net payroll in the amount of $207,112.68; taxes, benefits & withholdings in the amount of $156,236.44. Total payroll in the amount of $363,349.12 .Payroll period: 01/14/11. b. Net payroll in the amount of $198,691.36; taxes, benefits & withholdings in the amount of $262,822.03. Total payroll in the amount of $461,513.239. Payroll period: 01/28/11. c. Ratification of Albany Municipal Services JPA net payroll in the amount of $54,481.81; taxes, benefits & withholdings in the amount of $41,353.39. Total payroll in the amount of $95,835.20. Staff recommendation: Approve the use of FY 2011-12 CDBG funds, projected to be in the amount of $90,000 ($83,400 jurisdictional improvements + $6,600 general administration), for the following projects: Meals on Wheels program - $15,000; Alameda County Homeless Mgmt Information System - $1,473; 2-1-1 call program for Housing, Health and Human services - $5,500; Senior Center Repairs - $34,264; Curb ramps - $34,263.

Staff recommendation: 1) Approve Resolution No. 2011-6 – A Resolution of the Albany City Council Directing the Filing of the Annual Report for Landscaping & Lighting Assessment District No. 1988-1. 2) Approve Resolution No. 2011-7 – A Resolution of the Albany City Council Directing the Filing of the Annual Report for the Landscaping & Lighting Assessment District No. 1996-1.

4-9. Wastewater Certification Premium Compensation.

Staff recommendation: Approval of salary premium to be awarded to Public Works Maintenance Workers who achieve certification in the California Water Environment Association Technical Certification Program.

For persons desiring to address the City Council on an item that is not on the agenda please note that City policy limits each speaker to three (3) minutes. The Brown Act limits the Council’s ability to take and/or discuss items that are not on the agenda; therefore, such items are normally referred to staff for comment or to a future agenda.

7-3. Albany City Council nomination to the Berkeley City Council for one of two Albany-designated seats on the Berkeley-Albany Mental Health Commission.

 Current Albany appointee Council Member Wile recommendation: With the unavailability of a City Council nominee, nominate Ruth Cashmere for appointment to the Commission.

9-1. City offices will be closed on Monday, February 21, 2011 in observance of President’s Day. Therefore, the Council meeting will meet on Tuesday, February 22, 2011.
