This meeting will include discussion of a Conditional Use Permit of a beer pub at 745 San Pablo Ave., a wireless facility at 1035 San Pablo Ave., election of the Planning & Zoning Commission Officers, and 2012 Planning & Zoning Commission Programs.

a. Meeting Minutes from October 25, 2011 Planning & Zoning Commission meeting
Recommendation: Approve
b. PA 07-084: 1100 Portland Condominium Conversion– Preparation of a Regulatory Agreement Requiring One Unit of the Completed Residential Project at 1100 Portland Avenue to comply with the City’s Affordable Housing Ordinance.
Recommendation: Continue item to a date uncertain
5. PUBLIC COMMENT
For persons desiring to address the Commission on an item that is not on the agenda please note that each speaker is limited to three (3) minutes. The Brown Act limits the Commission ability to take and/or discuss items that are not on the agenda; therefore, such items are normally referred to staff for comment or to a future agenda.
6. DISCUSSIONS & POSSIBLE ACTION ON MATTERS RELATED TO THE FOLLOWING ITEMS
a. PA 11-047: 745 San Pablo Ave. Beer Pub – The applicant is seeking a Conditional Use Permit and a parking exception to allow a beer pub at 745 San Pablo Ave. The business will operate in conjunction with a neighboring hamburger establishment and is proposed to operate Sunday-Thursday 11:00 AM-11:00 PM and Friday & Saturday 11:00 AM – Midnight. The parking exception is for nine (9) parking spaces. The establishment will offer beer for on-site consumption as well as to go. The total building area is 1,834 sq. ft.
Recommendation: Approve with Project Conditions

b. PA08-038: 1035 San Pablo Ave. AT&T Roof Mounted Antennas Study Session - The applicant is seeking Design Review and Conditional Use Permit approval to allow nine (9) new roof-top mounted panel antennas on an existing office building. The equipment will be housed in new fiberglass enclosures behind the existing parapet wall. The south facing enclosure is approximately 55 sq. ft. and will house six (6) antennas. The north facing enclosure is 20 sq. ft. and will house three (3) antennas. Both enclosures will be stealthed to match the existing roof penthouse.
Recommendation: Receive the report and provide feedback to staff and the applicant

7. NEW BUSINESS
a. Election of Planning and Zoning Commission Officers
Albany Municipal Code requires the Commission shall select a chair and vice-chair at least thirty and not more than 45 days after the annual City Council reorganization.
Recommendation: Planning and Zoning Commission elects a chair and vice chair
b. 2012 Planning and Zoning Commission Work Program
Recommendation: Approve draft Work Program for City Council review.

8. ANNOUNCEMENTS/COMMUNICATIONS/DISCUSSION
a. City of Albany Planning and Zoning Update “E-Notification”
b. Update on City Council agenda items related to Planning and Zoning activities.
c. Review of status of major projects and scheduling of upcoming agenda items.
9. FUTURE PLANNING AND ZONING COMMISSION MEETING AGENDA ITEMS
a. Next Planning and Zoning Commission hearing scheduled for Tuesday, January 24, 2012.
(Staff discussion and Commission member announcement of status of previous agenda items and requests for future agenda items. No public comment will be taken on requests for future agenda items).
10. ADJOURNMENT
As a general policy, the Commission will not begin discussion or consideration of an agenda item after 11:00 pm.
