4-2. a. Ratification of City of Albany net payroll in the amount of $222,595.41; taxes, benefits & withholdings in the amount of $260,189.98. Total payroll in the amount of $482,785.39. Payroll period: 09/25/09.
4-3. b. Ratification of Albany Municipal Services JPA net payroll in the amount of $52,356.10; taxes, benefits & withholdings in the amount of $53,509.04; Total payroll in the amount of $105,865.14. Payroll period: 09/25/09.

4-4. Ratification of bills, claims and demands against the City of Albany in the amount of $40,187.47. Period: 09/01/09; $1,611,600.14. Period: 09/08/09; $206,505.08. Period: 09/19/09. JPA warrants: $480.00. Period: 09/18/09.

4-5. A rendering of the quarterly Cash and Investments Treasury Report of the City of Albany as of June 30, 2009, as required by Section 53646 of the California Government Code.

4-6. Ratification of Pension Payments in the amount of $116,251.36 for the month of September, 2009.
Staff recommendation: Ratify.

Staff recommendation: Authorize the City Administrator to enter into an agreement, not to exceed $68,400 with Jacobs Engineers to provide project management services for the 2009 Paving Project.
5. GOOD OF THE CITY/PUBLIC FORUM/ANNOUNCEMENTS

Staff recommendation: 1) Receive update on the development of the Tom Bates Regional Sports Complex by the Gilman Sports Fields Joint Powers Agreement (JPA). 2) Accept the terms of a loan by the City of Albany to the JPA for construction of a Burrowing Owl Habitat on the Albany Plateau. 3) Allocate up to $124,879.61 of Measure R – Ball field funds towards matching funds to complete construction of a second softball field, one baseball diamond, and completion of the south parking lot, conditioned upon the other four cities allocating their per capita share and East Bay Regional Parks providing a matching contribution.

8-1. AC Transit Proposed Service Adjustments.

Traffic & Safety Commission recommendation: Affirm the action by Mayor Atkinson to send a letter to AC Transit Board of Directors regarding the City’s opposition to proposed service adjustments being considered by AC Transit. Note: Because the AC Transit comment period ended on September 30, the Mayor proceeded in reviewing and signing the letter, on behalf of the City Council, and as recommended by the Traffic & Safety Commission.
9. OTHER BUSINESS, REPORTS ON MEETINGS ATTENDED, ANNOUNCEMENT OF EVENTS/FUTURE AGENDA ITEMS.
