C. PA 12-025: 920 Masonic Accessory Building Design Review
- The applicant is seeking design review approval of a new accessory structure located in the rear yard of 920 Masonic. There is an existing single-car garage which is proposed to be demolished. The lot is 5,000 sq. ft. in area. The new accessory structure is proposed to be 516 sq. ft. in area and will contain one covered off-street parking space and new storage area. This proposal results in 24% rear yard lot coverage. The new building will be 10’8” in height and will be clad in fiber cement siding. The roof will be clad with composition shingle. The existing color scheme on the garage will be employed on the new garage and includes gray paint, red trim, and green window trim.

Recommendation: Approve with project conditions.

D. PA 12-023: 812 Ramona 1st & 2nd Story Addition Design Review - The applicant is seeking design review approval for a new 1st and 2nd story addition to the home at 812 Ramona. The existing home has 2 bedrooms and 1 bath and is 1,129 sq. ft. on a 5,000 sq. ft. lot. The applicant would like to add 659 sq. ft. to the first floor creating an expanded living room, dining room, and a new second bath. The second floor is proposed to be 976 sq. ft. and will include two new bedrooms, two bathrooms, and a bonus room. This results in a four bedroom, four bath home. The building height is proposed to be 21’8”. One parking space will be provided in the garage and an uncovered parking space is proposed adjacent to the garage. The current home is a single story Arts & Crafts appearance and the proposed design is Neo-Mediterranean.

Recommendation: Continue to a date certain of July 24, 2012 at the request of the applicant.

5. PUBLIC COMMENT
For persons desiring to address the Commission on an item that is not on the agenda please note that each speaker is limited to three (3) minutes. The Brown Act limits the Commission ability to take and/or discuss items that are not on the agenda; therefore, such items are normally referred to staff for comment or to a future agenda.

6. DISCUSSIONS & POSSIBLE ACTION ON MATTERS RELATED TO THE FOLLOWING ITEMS

A. PA 07-100 University Village Mixed Use Development 1030-1130 San Pablo Avenue (corner of San Pablo Avenue and Monroe Street)
- The 6.3-acre project site in University Village is located to the northwest and southwest of the Monroe Street/San Pablo Avenue intersection. The applicant seeks approval to construct a new 55,000 sq ft grocery store at the north side of Monroe and a mixed-use retail space and approximately 175 unit senior living project on the south side of Monroe. This public hearing is for the Commission to consider making a recommendation to the City Council regarding a proposed zoning map amendment, planned unit development, development agreement, and an application for Density Bonus to reduce parking requirements, and change in parkland dedication requirements.

Recommendation: Forward a recommendation to the City Council approving an application for Density Bonus to reduce parking requirements required for senior housing, and amendments to the Municipal Code to reduce parkland dedication required for senior housing.
