This meeting will include a site tour of St. Mary's School prior to the regular Planning & Zoning Commission meeting. There will be discussion of the Conditional Use Permit for St. Mary's College High School, proposed moratorium on Personal Services/Land Use Table Amendment, 918 Cerrito Design Review, 745 San Pablo Use Permit and Parking Exception, and Active Transportation Plan

SPECIAL: 6pm- Off-site tour of St. Mary’s College High School: A site tour will be held at St. Mary’s College High School with the Albany Planning Commission on Tuesday October 11, 2011 at 6pm to review the location of proposed new campus structures. The tour is open to the public will include review of the seismic upgrades, design review for a new music building and chapel, and a new drainage plan. No action will be taken on this item. The public hearing will be opened and comments will be received once the Commission meeting resumes the regular meeting at Albany City Hall at 7:30 pm.

5. PUBLIC COMMENT
For persons desiring to address the Commission on an item that is not on the agenda please note that each speaker is limited to three (3) minutes. The Brown Act limits the Commission ability to take and/or discuss items that are not on the agenda; therefore, such items are normally referred to staff for comment or to a future agenda.
6. PUBLIC HEARING ITEMS
a. St. Mary’s College High School- Summary and discussion of the site tour prior to the start of the meeting at Albany City Hall.
Recommendation: For discussion and direction to staff.

b. Moratorium on Personal Service Businesses/Land Use Table Amendment- Informational presentation on proposed moratorium of personal services including nail services, massage services, and hair salons. If a moratorium were adopted, the land use tables would be amended to encourage restaurant/retail use at the ground level.
Recommendation: For discussion and direction to staff.

c. 918 Cerrito St. 2nd Story Addition & Parking Exception- The applicant is seeking Design Review approval for a 2nd story addition to the home at 918 Cerrito St. The addition is 652 sq. ft. in area and will include a master bedroom/bathroom and two (2) bedrooms and a second bathroom. The applicant is also requesting a parking variance to allow one (1) off-street parking space to be located in the front yard setback. Under the proposed application request, the home will have five (5) bedrooms and four (4) baths and be located on a 2,500 sq. ft. lot.

d. 745 San Pablo Ave. Beer Pub Use Permit & Parking Exception- The applicant is seeking a Conditional Use Permit and a parking exception to allow a beer pub at 745 San Pablo Ave. The business will operate in conjunction with a neighboring hamburger establishment and is proposed to be open 11am-2am seven (7) days a week. The review will be a study session and no formal action will be taken at this hearing date.

7. NEW BUSINESS
e. Update from Staff on the Active Transportation Plan.
The Active Transportation Plan is an update to the City’s pedestrian and bicycle master plans. The agenda item is intended to provide the Commission with a brief update on the recent public meetings and anticipated next steps associated with the proposed project.

8. ANNOUNCEMENTS/COMMUNICATIONS/DISCUSSION
a. City of Albany Planning and Zoning Update “E-Notification”
b. Update on City Council agenda items related to Planning and Zoning activities.
c. Review of status of major projects and scheduling of upcoming agenda items.
9. FUTURE PLANNING AND ZONING COMMISSION MEETING AGENDA ITEMS
a. Next Planning and Zoning Commission hearing scheduled for Tuesday, October 25, 2011.
b. Discussion of November & December Commission meeting schedule
(Staff discussion and Commission member announcement of status of previous agenda items and requests for future agenda items. No public comment will be taken on requests for future agenda items).
10. ADJOURNMENT
As a general policy, the Commission will not begin discussion or consideration of an agenda item after 11:00 pm.
