4-1. Minutes, February 1, 2010.

Staff recommendation: Approve

4-2. a. Ratification of City of Albany net payroll in the amount of $193,886.21; taxes, benefits & withholdings in the amount of $254,002.60. Total payroll in the amount of $447,888.81 .Payroll period: 01/29/10
b. Ratification of Albany Municipal Services JPA net payroll in the amount of $50,028.97; taxes, benefits & withholdings in the amount of $55,012.46. Total payroll in the amount of $105,041.43. Payroll period: 01/29/10.

Staff recommendation: Ratify.

4-3. a. Ratification of bills, claims and demands against the City of Albany in the amount of $1,383,931.35. Period: 01/22/10.
b. Ratification of bills claims and demands against the City of JPA in the amount of $1,190.00. Period: 01/22/10.

4-4. Consideration of Claim #AL597; Jourdan v. City.

Staff recommendation: Reject the claim and authorize the City Clerk to send out the appropriate rejection letter.

4-5. Request to temporarily close portions of Solano Avenue and Jackson Street on March 27, 2010 for the Albany Little League Parade and to waive fees.

Staff recommendation: Approve and encroachment permit and parade permit at no fee and no cost reimbursement, to allow closure of Solano Avenue, between Key Route Boulevard and Jackson Street, and closure of Jackson Street, between Solano Avenue and Buchanan Street, from 9:00 a.m. to approximately 9:45 a.m. on Saturday, March 27, 2010 for the annual Albany Little League Parade.

4-6. California State Energy Program (SEP) Grants:
a. Resolution No. 2010-4 – A Resolution of the Albany City Council Authorizing Sacramento County as Lead Agency Applicant for a State Energy Program Grant for a Municipal Financing Program (SEP-1) on Behalf of the City of Albany.
b. Resolution No. 2010-5 – A Resolution of the Albany City Council Authorizing the Association of Bay Area Governments to Act as Lead Applicant for a State Energy Program Grant for a Comprehensive Residential Building Retrofit Program (SEP-2) on Behalf of the City of Albany.

4-7. Resolution No. 2010-6 – A Resolution of the Albany City Council Urging the Bay Area Toll Authority to Seek Funding for the West Span Bicycle-Pedestrian Maintenance Pathway of the San Francisco-Oakland Bay Bridge from Proposed Toll Increases on State-Owned Bay Area Toll Bridges.

4-8. Professional Services Contract with DMH Land Use Planning for Planning Services.

Staff recommendation: Authorize the City Administrator to enter into a contract with DMH Planning to augment the City’s planning staff by working on larger scale development projects on an as-needed basis. Compensation to DMH would be paid through the receipt of specific project applications fees.

4-9. Caltrans Planning Grants for Complete Streets – Resolution No. 2010 – 7 authorizing the City Administrator to enter into a contract with Caltrans upon receipt of a Community-based Transportation Planning Grant for the development of a study for Complete Streets for Buchanan Street, San Pablo Avenue, and the upper segment of Solano Avenue.

Staff recommendation: Schedule a special meeting for Monday, February 22, 2010, at 7:00 p.m., Community Center, to conduct a special work session to review and discuss the City’s existing Mission Statement, and draft Vision and Values Statements. The purpose of the session is to provide for informal discussion, comment and initial direction; no action will be taken.
