Staff recommendation: Approve.
4-2. a. Ratification of City of Albany net payroll in the amount of $193,319.37 taxes, benefits & withholdings in the amount of $145,615.88. Total payroll in the amount of $338,935.25. Payroll period: 10/09.09.
b. Ratification of Albany Municipal Services JPA net payroll in the amount of $53,958.66; taxes, benefits & withholdings in the amount of $38,476.57. Total payroll in the amount of $92,435.23. Payroll period: 10/09/09.
Staff recommendation: Ratify.
4-3. a. Ratification of bills, claims and demands against the City of Albany JPA in the amount of $104.00. Period: 08/07/09.
b. Ratification of bills, claims and demands against the City of Albany in the amount of $32,645.81. Period: 10/01/09; $322,297.27. Period: 10/02/09.
Staff recommendation: Ratify.

Staff recommendation: Authorize the City Administrator to enter into an agreement, not to exceed $63,725 with Jacobs Engineering to provide project management services for the 2009 Paving Project.

For persons desiring to address the City Council on an item that is not on the agenda please note that City policy limits each speaker to three (3) minutes. The Brown Act limits the Council’s ability to take and/or discuss items that are not on the agenda; therefore, such items are normally referred to staff for comment or to a future agenda.

7-1. Resolution No. 09-45 – A Resolution of the Albany City Council Establishing Days, Times, Areas and Events When No Dogs are Allowed on the Sports Field at Memorial Park.

Parks & Recreation Commission recommendation: Approve Resolution No. 09-45 stating: No dogs allowed in the sports field at Memorial Park on Mondays and Thursdays from 4:00 p.m. to 7:30 p.m. and Saturdays from 12:00 p.m. to 6:00 p.m. Additionally, no dogs are allowed on the sports field when a field user has acquired a permit through the City of Albany and when any sports activity is present.

Staff recommendation: Approve Resolution No. 09-44 – A Resolution of the Albany City Council Approving the Form of and Authorizing the Execution and Delivery of a Purchase and Sale Agreement and Related Documents with Respect to the Sale of the Seller’s Proposition 1A Receivable from the State; and Directing and Authorizing Certain Other Actions in Connection Therewith.

Staff recommendation:
1) Approve Resolution No. 09-46 – A Resolution of the Albany City Council Establishing a Board of Appeals and Authorizing the City Administrator to Appoint the Board of Appeals.
2) Approve Resolution No. 09-47 – A Resolution of the Albany City Council Amending the Master Fee Schedule to Include Fees related to Violations and Code Enforcement.
