Staff recommendation: Approve.

4-2. a. Ratification of City of Albany net payroll in the amount of $196,035.29; taxes, benefits & withholdings in the amount of $147,480.70. Total payroll in the amount of $343,515.99. Payroll period: 09/11/09.
b. Ratification of Albany Municipal Services JPA net payroll in the amount of $53,961.32; taxes, benefits & withholdings in the amount of $38,435.54. Total payroll in the amount of $92,396.86. Payroll period: 09/11/09.

Staff recommendation: Ratify.

4-3. a. Ratification of bills, claims and demands against the City of Albany in the amount of $244,701.51. Period: 07/10/09; $1,215,820.34. Period: 07/24/09; $32,902.81. Period: 08/01/09; $177,003.47; Period: 08/07/09; $736,781.05. Period: 08/21/09.
b. Ratification of bills, claims and demands against the City of Albany JPA in the amount of $456.00. Period: 08/21/09.

Staff recommendation: Ratify.

4-4. Unaudited Financial Statements, June 30, 2009, Inter fund Transfers, Self-Insurance Reserves and Appropriations Limit.

Staff recommendation: Accept the unaudited financial report for the fiscal year ended June 30, 2009 (Exhibits A&B), approve the updated schedule of inter-fund transfers (Exhibit C), approve the carry-forward of the self-insurance reserve balances, as reported at June 30, 2009 and adopt Resolution No. 09-43 - A Resolution of the Albany City Council Establishing the Appropriations Limit for the 2009-10 Fiscal Year.

Staff recommendation: Approve request to close off the streets immediately around Memorial Park and Albany High School (Key Route northbound, Portland, Thousand Oaks and Carmel) on Sunday, October 25, 2009 from 7:00 a.m. to 11:00 a.m. Waive fee in the amount of $131.09.

Staff recommendation: Approve the closure of a three-block area of Key Route Boulevard between Solano Avenue and Thousand Oaks Boulevard for the Albany Streets Event.

5. GOOD OF THE CITY/PUBLIC FORUM/ANNOUNCEMENTS

For persons desiring to address the City Council on an item that is not on the agenda please note that City policy limits each speaker to three (3) minutes. The Brown Act limits the Council’s ability to take and/or discuss items that are not on the agenda; therefore, such items are normally referred to staff for comment or to a future agenda.

7-1. Buchanan/Jackson Traffic Signal Design Concept.

Traffic & Safety recommendation: Approve the design alternate for the Buchanan/Jackson traffic signal, as recommended by the Traffic & Safety Commission and presented in Exhibit A, which includes: A new traffic signal with two-way protected left turn arrows on Buchanan Street onto northbound and southbound Jackson Street, with an option in the future to implement a four-way protected left turn from Jackson Street onto eastbound and westbound Buchanan Street.

Staff recommendation: Receive monthly progress report and also authorize the City Administrator to sign a contract for telephone equipment, installation and maintenance with either American Telesource, Inc. (ATI), American Telephone & Telegraph (AT&T) or Maverick Networks, Inc., for a cost not to exceed $120,000.
