(Consent Calendar items are considered to be routine by the City Council and will be enacted by one motion. By approval of the Consent Calendar, the staff recommendations will be adopted unless otherwise modified by the City Council. There will be no separate discussion on these items unless a Council Member or a member of the audience requests removal of the items from the Consent Calendar.)
4. GOOD OF THE CITY/PUBLIC FORUM/ANNOUNCEMENTS
For persons desiring to address the City Council on an item that is not on the agenda please note that City policy limits each speaker to three (3) minutes. The Brown Act limits the Council’s ability to take and/or discuss items that are not on the agenda; therefore, such items are normally referred to staff for comment or to a future agenda.

F Campaign Finance Reform Act of 1996
a. Consider adoption of the following ordinance or a variation thereof: Ordinance No. 08-09 – An Ordinance of the Albany City Council amending Chapter VII City of Albany Campaign Finance Reform Act of 1996 of the Albany Municipal Code
Mayor recommendation: Adopt Ordinance No. 08-09 to modify the Campaign Finance Reform Act with the following changes: 1) Remove contribution limits from organizations and general purpose committees; 2) Increase the two-tiered contribution limits from $100/$250 to $200/$500; 3) Remove citizen enforcement provisions in Sections 7-10.1 and 7-10.2.
City Attorney recommendation: That Council not remove the citizen enforcement provisions.
b. Establish a task force to review and make recommendations on campaign finance reform.
Mayor recommendation: Establish a task force to review and, if advisable, develop a set of campaign finance regulations. The task force would be appointed after the November 4, 2008 Municipal Election.
Social & Economic Justice Commission recommendation: The recommendations of the Commission included establishing a task force.
a. Ordinance No. 08-08 – An Ordinance of the Albany City Council Repealing Chapter VII City of Albany Campaign Finance Reform Act of 1996 of the Albany Municipal Code. Second Reading.
Staff recommendation: Adopt Ordinance No. 08-08 Second Reading – Pass-to-Print.
7. NEW BUSINESS
7.1 Endorsement of the Solano Avenue Association’s selection of Council Member Jewel Okawachi as Grand Marshal of the Solano Stroll Parade on September 14, 2008.
8. OTHER BUSINESS, REPORTS ON MEETINGS ATTENDED, ANNOUNCEMENT OF EVENTS/FUTURE AGENDA ITEMS.
(Council and staff announcements: Council Member reports on State, regional and local boards, commissions and committees to which they are appointed by the City Council; Council Member announcement of requests for future agenda items. No public comment will be taken on announcement of future agenda items).
8-1. The cancellation of this meeting was rescinded.
