Planning & Zoning Commission Meeting: Wednesday, October 24, 2012, 7pm, Albany City Hall - Council Chambers, 1000 San Pablo Avenue, Albany, CA.
This meeting will include discussion of Design Review at 1036 Kains, Green Building Ordinance Update, General Plan Update, Status Update on 423 San Pablo Verizon Wireless Building Permit.

(Consent Calendar items are considered routine and will be enacted by one motion. By approval of the Consent Calendar, the staff recommendations will be adopted unless otherwise modified by the Commission. There will be no separate discussion on these items unless a Commission Member or a member of the audience requests removal of the items from the Consent Calendar.)

5. PUBLIC COMMENT
For persons desiring to address the Commission on an item that is not on the agenda please note that each speaker is limited to three (3) minutes. The Brown Act limits the Commission ability to take and/or discuss items that are not on the agenda; therefore, such items are normally referred to staff for comment or to a future agenda.

6. DISCUSSIONS & POSSIBLE ACTION ON MATTERS RELATED TO THE FOLLOWING ITEMS

A. PA 12-042 Design Review 1036 Kains Avenue- The applicant is seeking design review approval to convert an existing single family home into a duplex which will contain two (2) units with three bedrooms and two and a half baths at 1036 Kains Ave. The existing home has two bedrooms and one bath and is 2,219 sq. ft. on a 5,000 sq. ft. lot. The subject property is zoned R-3, “Residential High Density” which allows for more than one unit on the property. The applicant is proposing to lift the existing home and convert the ground floor to habitable space. Both units will have two levels. The building height is proposed to be 27’6”. Four off-street parking spaces are provided, two tandem spaces for each dwelling unit.

Recommendation: Approve with project conditions.

B. Green Building Ordinance Update – The Planning & Zoning Commission will review draft revisions to the Green Building Ordinance and may make a recommendation to the City Council for further review and action. The update process began in December 2011 and has involved members of the Planning & Zoning Commission and the Sustainability Committee reviewing the existing Ordinance and creating proposed changes. The changes are intended to further support the goals and policies of the City’s Climate Action Plan and reduce greenhouse gas emissions in the City.

Recommendation: Review the draft and provide feedback to staff.

C. General Plan Update:
a. Discuss consultant selection process
b. Update on Housing Element requirements for One Bay Area Grant program.

Recommendation: provide direction to staff.



7. NEW BUSINESS

A. 423 San Pablo Ave
.- Update on the status of the Building Permit for Verizon Wireless at the Crown Castle Tower at 423 San Pablo Ave.

8. ANNOUNCEMENTS/COMMUNICATIONS/DISCUSSION
(Staff discussion and Commission member announcement of status of previous agenda items and requests for future agenda items. No public comment will be taken on requests for future agenda items).
