Staff recommendation: Approve

4-2. a. Ratification of City of Albany net payroll in the amount of $206,391.28 ; taxes, benefits & withholdings in the amount of $177,089.13. Total payroll in the amount of $383,480.41. Payroll period: 3/09/2012

b. Ratification of Albany Municipal Services JPA net payroll in the amount of $46,812.26; taxes, benefits & withholdings in the amount of $34,040.17. Total payroll in the amount of $80,852.43. Payroll period: 3/09/2012

c. Ratification of City of Albany net payroll in the amount of $194,319.24; taxes, benefits & withholdings in the amount of $267,424.81. Total payroll in the amount of $461,744.05. Payroll period: 3/23/2012

d. Ratification of Albany Municipal Services JPA net payroll in the amount of $49,054.21; taxes, benefits & withholdings in the amount of $55,628.17. Total payroll in the amount of $104,682.38. Payroll period: 3/23/2012

Staff recommendation: Ratify.

4-3. Ratification of bills, claims and demands against the City of Albany in the amount of: $292,391.84 (2/17/2012); $26,161.37 (3/01/2012); $284,566.36 (3/02/2012)

4-4. Ratification of Police & Fire Pension Plan payments in the amount of $118,697.48 for the month of March , 2012.

Staff recommendation: Ratify.

4-5. Resolution No. 2012-16, Maintenance and Operations Memorandum of Understanding Between the City and the California Department of Transportation (Caltrans) for the Interstate 80 Integrated Mobility Corridor Project.

Staff recommendation: Approve Resolution No. 2012-16 authorizing the City Manager to enter into a Maintenance and Operations Memorandum of Understanding between the California Department of Transportation (Caltrans) for the Interstate 80 Integrated Mobility Corridor Project.

Committee.
b. Council Member Thomsen appointed Susan Reeves to the Traffic and
Safety Commission.

Ordinance No. 2012-01 to amend the contract between the City of Albany and the California Public Employees’ Retirement System to allow for the “Employee Sharing Cost of Additional Benefits” provision (§ 20516) and the “Different Level of Benefits” provision (§ 20475) for local Fire Safety members

Staff recommendation: Adopt Ordinance No. 2012-01, an ordinance of the Albany City Council authorizing an amendment to the contract between the City of Albany and the California Public Employees’ Retirement System – Second Reading – Pass to print

4-8. 2012 Sewer Replacement on Spokane and Portland Avenues.

4-8 Staff Report

Staff recommendation: Authorize staff to-
1) Invite bids and award a contract in the amount not to exceed $352,000 for the 2012 Sewer Replacement on Spokane and Portland Avenues.
2) Enter into an agreement not to exceed $20,000 with Greg Jacobs Engineering to provide project design services for 2012 Sewer Replacement on Spokane and Portland Avenues.

For persons desiring to address the City Council on an item that is not on the agenda please note that City policy limits each speaker to three (3) minutes. Staff recommendation: That Council receive a presentation synthesizing the results of the recent public opinion survey conducted by Godbe Research, and provide direction to staff regarding a subsequent agenda item, if any, to consider potential 2012 ballot measure(s).
