Staff recommendation: That the Council accept the proposed Gift to the City of one set of bleachers for Memorial Park tennis courts, with provision that the City will install the concrete pad on which the bleachers will be placed.

Staff recommendation: That Council accept the donation of a plaque from the Albany Historical Society, to be installed in the sidewalk on Marin Ave at the Community Center, to recognize the Albany Hospital and the people who worked there, and waive any encroachment fees.

Staff recommendation: Adopt Resolution No. 2012-32 approving and accepting improvements and directing the filing of the Notice of Completion for Contract No. C11-3, Pierce Street Pavement Rehabilitation and Segment I Bikeway Project, Federal Project No. STPL 5178 (011), State Project No. 0400020953L-N.

4-7. Contract with the County of Alameda for Additional Library Services, Fiscal Year 2012/13, in the amount of $690,895.

Library Board Recommendation: The Library Advisory Board voted unanimously to recommend approval of the Contract.

Staff recommendation: Approve contract between the City of Albany and the County of Alameda for Additional Library Services for Fiscal Year July 1, 2012 – June 30, 2013.

4-8. A rendering of the quarterly Cash and Investments Treasury Report of the City of Albany as of December 31, 2011, as required by Section 53646 of the California Government Code.

8-1. Resolution No. 2012-34, A Resolution of the City Council of the City of Albany urging the University of California, Berkeley, and its College of Natural Resources to establish space on the Gill Tract where the Albany schools and community can participate in gardening education and/or farming.

8-2. Direction to the City of Albany Sustainability Committee to prioritize implementing the “Green Albany” Plan identified in the Climate Action Plan.

Staff recommendation: That Council provide direction to the City’s Sustainability Committee to prioritize implementing the “Green Albany” Plan identified in the Climate Action Plan, including a public planning process that involves interested parties, to evaluate potential growing sites within the City, including the Gill Tract, for additional community gardens and urban agricultural activities, with an initial report back to Council in two to four months.

8-3. Discussion regarding establishment of a City Council subcommittee to work on issues related to future uses of the Gill Tract including but not limited to urban agriculture, gardening, and/or farming
