A. Meeting Minutes from January 10, 2012 Planning & Zoning Commission meeting
Recommendation: Approve

5. PUBLIC COMMENT
For persons desiring to address the Commission on an item that is not on the agenda please note that each speaker is limited to three (3) minutes. The Brown Act limits the Commission ability to take and/or discuss items that are not on the agenda; therefore, such items are normally referred to staff for comment or to a future agenda.

6. DISCUSSIONS & POSSIBLE ACTION ON MATTERS RELATED TO THE FOLLOWING ITEMS

a. PA-11-013 Farmers’ Market- PA11-013- 1 year Conditional Use Permit Review of the Farmers’ Market at 1025-1060 Solano Ave. -This meeting is a continuation of the March 13, 2012 hearing where the Planning & Zoning Commission reviewed the farmers’ market use permit for compliance. The Commission provided direction to the applicant to make modifications to the operation. The market operation is proposed to remain at its current location of Solano Ave, between San Pablo Ave. and Adams St. Changes to the operation include but are not limited to modifications to truck parking, the overall site plan, and modification/inclusion of existing and new project conditions.

Recommendation: The Planning & Zoning Commission may take action at the meeting on location and operating parameters of the market.

7. NEW BUSINESS

a. Development Agreement Study Session- This study session will provide an overview of Development Agreements and the City and Commission’s authority and role in a Development Agreement process.

8. ANNOUNCEMENTS/COMMUNICATIONS/DISCUSSION

a. City of Albany Planning and Zoning Update “E-Notification”

b. Update on City Council agenda items related to Planning and Zoning activities.

c. Review of status of major projects and scheduling of upcoming agenda items.

d. Safeway Public Outreach Meeting on Wednesday April 18, 2012 at Northbrae Community Church (941 The Alameda) from 6:00-8:00 p.m.

e. Green Building Ordinance Update Meeting on April 5, 2012

f. Forthcoming CEQA Analyses

9. FUTURE PLANNING AND ZONING COMMISSION MEETING AGENDA ITEMS

a. Next Planning and Zoning Commission hearing scheduled for Tuesday, April 10, 2012.
(Staff discussion and Commission member announcement of status of previous agenda items and requests for future agenda items. No public comment will be taken on requests for future agenda items).

10. ADJOURNMENT

As a general policy, the Commission will not begin discussion or consideration of an agenda item after 11:00 pm.

The Commission/Committee/Board packet is available for public inspection at the Albany Community Center/Library, Fire Department and at Community Development Department offices at 1000 San Pablo Avenue. The agenda and supporting staff reports can be found on our web page at www.albanyca.org.
