For persons desiring to address the Committee on an item that is not on the agenda please note that each speaker is limited to three (3) minutes. 6-1. Election of Chair and Vice Chair (5 minutes)

6-2. Charter Section 3.19 - specification of charges for copies of city records (5 minutes)
Consider report to Council explaining issue and the three options of ignoring the issue, changing the master fee schedule and changing the Charter

7. DISCUSSIONS ON MATTERS RELATED TO THE FOLLOWING ITEMS:

7-1. Election method review step 1: final draft Albany-appropriate criteria for judging methods (5 minutes)
• Current draft list from November meeting:
• Cost of administration
• Voter turnout
• Diversity of representation
• More candidates/competitive elections and sufficient range of voter choice
• Simplicity/ease of use by voters

7-2. Election method review step 2: final draft potential election methods list (10 minutes)
• List as discussed at November meeting (developed from the Center of Voting and Democracy’s brochure titled “City Council Election Methods”)
1) Plurality at large (Albany's current election method);
2) Majority at large (runoff if no majority);
3) Cumulative at large;
4) Limited at large;
5) Ranked Choice Voting at large (RCV);
6) List (or "Slate") at large;
7) Citywide designated seats.

7-3. Election method review step 3: judge potential methods against criteria (30 minutes)
• Establish rating system
• Preliminary rating of one or more methods
• Identify additional information needed for rating

7-4. Board of Education (10 minutes)
• Receive copy of memo from Albany Unified School District staff to Board
• Plan Board update on election method review process planned for February

7-5. Election method review outreach planning (10 minutes)
• Review draft election method review mission statement
• Plan for outreach to organizations

7-6. External forum response review (5 minutes)

8. FUTURE AGENDA ITEMS

Committee member announcement of requests for future agenda items.
