Staff recommendation: Approve the closure of a three-block area of Key Route Blvd., between Solano Avenue and Thousand Oaks Blvd. for the Albany Streets Event.

a. City of Albany per capita local grant program allocation of $771,000:
Parks & Recreation Commission recommendation: Pierce Street Park, $456,00; Teen Center Expansion, $120,000; Ohlone Greenway Improvements, $125,000; Improvements at the Albany Bulb, $50,000; Additional Rubberized Surface at Ocean View Park Playground, $20,000. Total: $771,000
Staff recommendation: Ohlone Greenway, $200,000; Senior Center Expansion, $380,000; Improvements at Albany Bulb, $50,000; Teen Center Expansion, $120,000; Additional Rubberized Surface at Ocean View Park Playground, $20,000. Total: $770,000.
b. Recommendations to EBRPD regarding its designation of $27 million
for Eastshore State Park expansion, restoration and development, and $12.3 million for Bay Trail acquisition/construction:
Staff recommendation: That the City Council convey to the EBRPD its interest in engaging in discussion on use of funds, but defer action on the specific recommendations until community perspectives are available from the Voices to Vision waterfront planning process.
Waterfront Committee recommendation: Eastshore State Park: Prepare a project area plan and implement plan for Albany Plateau; and prepare a project area plan and implement plan for Albany Neck and Bulb; Expand the Albany salt marsh; Sell the City-owned Bulb to the State of California in “as is” condition. Bay Trail: Acquire land or easement and construct the Bay Trail extension through Golden Gate Fields property (construct interim Bay Trail if permanent trail is not possible at this time).

Staff recommendation: Discuss and provide staff with direction on economic development goals and activity focus. The staff recommendation is to perform incremental activity in the business districts, while adding emphasis on the redevelopment area and on San Pablo Avenue, as described in Option #3 of the report, in support of enhanced development and activity.
7-3. Ordinance No. 09-014 – An Ordinance of the Albany City Council Repealing the Campaign Finance Reform Act of 1994. First Reading.
