b. 717 Carmel. Planning Application 09-049. Request for Design Review approval to allow a 580sq.ft conversion of existing crawlspace into habitable space. A parking exception is requested to allow one off-street parking space where two are required.

For persons desiring to address the Commission on an item that is not on the agenda please note that each speaker is limited to three (3) minutes. The Brown Act limits the Commission ability to take and/or discuss items that are not on the agenda; therefore, such items are normally referred to staff for comment or to a future agenda.
6. DISCUSSIONS & POSSIBLE ACTION ON MATTERS RELATED TO THE FOLLOWING ITEMS
a. 727 San Pablo Avenue. Planning Application 09-047. Design Review. Request an amendment to Design Review conditions of approval to allow a wrought iron gate to be located at the front entrance, which would be accessed only by tenants of the building.

Staff recommendation: Open the public hearing, take public testimony and provide direction to staff and the applicant on appropriate actions.
b. 524 Talbot. Planning Application 09-052. Design Review. Conditional Use Permit. Request for Design Review approval to allow a 502 sq. ft. two-story addition to the home, which would include a new second unit. A Conditional Use Permit is required to allow the vertical extension of a non-confirming exterior wall on the north side of the residence. A secondary residential unit also is proposed as part of the project.

Staff recommendation: for discussion only. Provide direction to the applicant and staff on issues of interest. No action is to be taken at this time.
7. ANNOUNCEMENTS/COMMUNICATIONS/DISCUSSION
a. Update on City Council actions related to Planning and Zoning.
b. Summary of Update from Fern Tiger Associates to the City Council on the Waterfront Voices to Vision Planning Process
c. Report from the Planning and Building Manager on attendance at the California Building Officials Education Week (e.g., training on code enforcement procedures and building code requirements).
d. Update on status and next steps associated with the Climate Action Plan.
8. FUTURE PLANNING AND ZONING COMMISSION MEETING AGENDA ITEMS
a. Joint Meeting with Sustainability Committee scheduled for October 21, 2009
b. Next regular meeting of the Planning and Zoning Commission scheduled for Tuesday, October 27, 2009.
