a. Minutes from the July 14, 2009 Meeting.
Staff recommendation: approve.

b. 821 Stannage. Planning Application 09-032. Parking Exception. Request for Parking Exception approval to allow one off-street parking space where two are required. Design review to allow raising the home 2’-8” to bring the existing two-story home up to current building code previously approved.

5. PUBLIC COMMENT
For persons desiring to address the Commission on an item that is not on the agenda please note that each speaker is limited to three (3) minutes. The Brown Act limits the Commission ability to take and/or discuss items that are not on the agenda; therefore, such items are normally referred to staff for comment or to a future agenda.

6. DISCUSSIONS & POSSIBLE ACTION ON MATTERS RELATED TO THE FOLLOWING ITEMS

a. Proposed Extension of the Public Comment Period, for the draft Environmental Impact Report for the project located at 1030-1130 San Pablo Avenue (University Village at the corner of San Pablo Avenue and Monroe Street). Planning Application 07-100. Rezoning. Planned Unit Development. Design Review. Parking Exception.

Sustainability Committee Recommendation: extend comment period from 45 days to 90 days (Monday, October 5, 2009).

Staff Recommendation: Extend end of public comment period, for the draft Environmental Impact Report, from August 20, 2009 to Friday, September 11, 2009.

b. Public comment on draft Environmental Impact Report for 1030-1130 San Pablo Avenue (University Village at the corner of San Pablo Avenue and Monroe Street).

Staff recommendation: Open the public hearing, take public testimony, direct staff to make appropriate revisions or conduct additional studies to draft EIR, if needed. No action is taken.

7. ANNOUNCEMENTS/COMMUNICATIONS/DISCUSSION 

a. July 14, 2009 correspondence from Albert Reis, Paul Black and Laura Alie regarding St. Mary’s College High School Landscaping Project.

b. August recess for all Council, Commissions and Committees.

c. Next Planning and Zoning Commission hearing scheduled for Wednesday, September 9, 2009 (note change of date due to Labor Day holiday and schedule conflict with City Council meeting).

d. Proposal to schedule joint meeting with Sustainability Commission on green building standards: September 16, 2009

e. Buchanan Bicycle and Pedestrian Path Design Recommendation (presented to the City Council July 20, 2009) – Note: background information distributed electronically

f. Draft Final Report: Economic Development (to be reviewed by the City Council at future meeting) - Note: background information distributed electronically

8. FUTURE PLANNING AND ZONING COMMISSION MEETING AGENDA ITEMS

(Staff discussion and Commission member announcement of status of previous agenda items and requests for future agenda items. No public comment will be taken on requests for future agenda items).

9. ADJOURNMENT

Note: As a general policy, the Commission will not begin discussion or consideration of an agenda item after 11:00 pm.
