DESCRIPTION:

As outlined in the Housing Element portion of the City’s General Plan, the City is in the process of analyzing the feasibility of a rent review board. Rent review is different from rent control in that the focus is on mediation rather than administration of annual limits on rent increases. The program is based on the use of mediation and non-binding arbitration provided in a neutral setting to work jointly to respond to complaints.

PURPOSE:
At its meeting on October 17, 2016, Council provided direction to staff on the next steps associated with the preparation of a Rent Review Board ordinance. A key milestone was the scheduling of a staff facilitated workshop. The purpose of the public workshop is to receive feedback from the community on draft key elements of a Rent Review Board Ordinance. Information gathered at the workshop will be presented to Council.
