a. Minutes from the September 9, 2008 meeting.

Staff recommendation: approve

b. City Council request for comments and recommendations on establishing Paid Parking Program.

Staff recommendation: approve final memorandum to the City Council.

c. 800 San Pablo. Review of Revised Plans for Planning Application 08-008. Design Review. Planning and Zoning Commission review of revised plans for a previously approved project.

Staff recommendation: for information only.

5. PUBLIC COMMENT

For persons desiring to address the Commission on an item that is not on the agenda please note that each speaker is limited to three (3) minutes. The Brown Act limits the Commission ability to take and/or discuss items that are not on the agenda; therefore, such items are normally referred to staff for comment or to a future agenda.

6. DISCUSSIONS & POSSIBLE ACTION ON MATTERS RELATED TO THE FOLLOWING ITEMS

a. 904 Santa Fe. Planning Application 07-087. Design Review. Continuation of a public hearing on a request for Design Review approval of a new mixed-use building, which includes two residential units and one commercial retail space.

Staff recommendation: approve.

b. 752 Pierce. Planning Application 08-044. Parking Exception. Conditional Use Permit. Design Review. Request for Parking Exception, Design Review, and Conditional Use Permit approval to allow a 929sq.ft., second story addition to an existing single-family home.

Staff recommendation: open public hearing, provide direction to applicant and staff, and continue to a future meeting.

c. 937 Polk. Planning Application 08-043. Design Review. Front Yard Parking Exception. Continuation of a public hearing on a request for Request for Design Review and Front Yard Parking Exception approval to allow an existing home to be raised and a new first-floor constructed beneath.

Staff recommendation: approve.

d. 706 Stannage. Planning Application 08-051. Design Review. Parking Excception. Preliminary discussion on a request for parking reduction and design review approval to allow a 443 square foot two-story addition.

Staff recommendation: provide preliminary feedback to applicant and staff.

e. Resolution of Intention of the Planning and Zoning Commission to Initiate Amendments to the Planning and Zoning Code to Correct and Clarify Development Regulations

Staff recommendation: Open public hearing and provide feedback and direction to staff on proposed amendments.

7. ANNOUNCEMENTS/COMMUNICATIONS/DISCUSSION

a. Update on City Council actions related to Planning and Zoning.

b. Update on revised Conditions of Approval

8. FUTURE PLANNING AND ZONING COMMISSION MEETING AGENDA ITEMS

(Staff discussion and Commission member announcement of status of previous agenda items and requests for future agenda items. No public comment will be taken on requests for future agenda items).

a. Joint Meeting with City Council regarding 2009 Housing Element Update: Monday, October 6, 2008

b. Next Regular Meeting: Tuesday, October 7, 2008, 7:30 p.m.

c. Discussion of Commission Meeting Schedule for Fall 2008 -- Hold meetings on November 11, 2008, November 25, 2008 and December 23, 2008?
